Schedule: In-person, Full-time - Monday to Friday, 9:00 AM to 6:00 PM
Salary Range: $130,000.00 to $145,000.00/year
Job Summary:
As the Senior Budget & Policy Analyst, you will serve as UDW's primary expert on child care policy and budget matters. This role combines in-depth policy analysis with active lobbying efforts to advance UDW's mission of supporting care providers and recipients. You will be at the forefront of shaping child care and early education policy, influencing budget decisions, and driving legislative initiatives that impact our members, their families and communities.
Duties and Responsibilities:
- Play a key role in developing and implementing the union’s legislative and budget program.
- Advocate for the union’s legislative, budget, and strategic interests on Child Care before the Legislature, Administration, and relevant state and local agencies.
- Write, analyze, and track legislation.
- Testify at policy and budget hearings.
- Draft and submit letters of support/opposition, effectively communicating the union’s position to policymakers.
- Monitor, Analyze and respond to state budget proposals and fiscal estimates for child care and other priority areas as needed.
- Monitor, Analyze and respond to proposed rules and regulations impacting child care and other priority areas as needed.
- Develop policy briefs and white papers, providing in-depth analysis on key policy issues and making well-reasoned recommendations.
- Collaborate with child care and early education stakeholder and coalition partners and represent the union in various coalitions and stakeholder groups.
- Collaborate with UDW leadership to strategize and implement initiatives that advance the union’s legislative and budget priorities.
- Effectively communicate legislative and budget developments to union members, leaders, and staff through written materials, presentations, and trainings.
- Lead and support union member lobbying activities, legislative visits, advocacy trainings, and Capitol events.
- Stay informed about emerging policy trends at the local, state, and federal levels and political dynamics that may impact child care policy and/or funding as well as UDW's legislative program, helping to adjust strategies accordingly.
- Develop and maintain productive relationships with legislators, legislative staff, administration officials, coalition partners, and community stakeholders.
- Provide strategic policy analysis, recommendations, and guidance to union leadership regarding legislative, budget, political and advocacy matters, especially during collective bargaining.
- Assist leadership in evaluating policy, legislative, budgetary, and political opportunities and risks affecting the union’s strategic objectives.
- Handle sensitive and confidential information relating to legislative strategy, political activities, coalition planning, and internal organizational priorities.
- Monitor, evaluate, and respond to the implementation of enacted policies, providing recommendations for continuous improvement.
- Track and analyze relevant data to inform policy recommendations, focusing on program utilization, access, and quality.
- Attend meetings, conferences, and policy forums to stay informed about emerging issues and to share expertise
- Participate in UDW electoral and political activities, including, but not limited to, Get Out the Vote (GOTV) campaigns, as needed.
- Assist with department projects and perform duties as assigned.
Required Knowledge, Skills, and Abilities:
- Expert knowledge of California state legislative and budget processes, particularly related to Child Care, early learning, labor, or social services policy.
- Ability to exercise independent judgment and discretion in analyzing policy issues and developing strategic recommendations for union leadership.
- Ability to handle confidential and sensitive information with a high degree of professionalism and discretion.
- Demonstrated ability to analyze state or local budgets, fiscal proposals, and legislative language.
- Strong research, analytical, and critical-thinking skills with the ability to develop informed policy recommendations.
- Outstanding written and verbal communication skills, including the ability to draft persuasive and concise advocacy materials.
- Strong organizational skills and attention to detail, with the ability to manage multiple projects, deadlines, and competing priorities effectively.
- Ability to build and maintain effective relationships with legislators, staff, coalition partners, union members, and stakeholders.
- Demonstrated ability to collaborate effectively in fast-paced and high-pressure environments while contributing to a positive and team-oriented workplace culture.
- Self-starter mentality with the ability to take initiative, work independently, and adapt to changing priorities and political dynamics.
- Ability to communicate complex policy and budget information clearly to diverse audiences, including union members and community stakeholders.
- Experience facilitating advocacy trainings, presentations, or member engagement activities.
- Proficiency with Microsoft Office applications and familiarity with legislative tracking and advocacy tools.
- Strong commitment to labor, economic, and social justice values, including advancing equitable public policies that support workers, families, and underserved communities.
- Ability to maintain professionalism, discretion, and confidentiality in sensitive matters.
Preferred Qualifications, Education and/or Experience:
- Bachelor’s degree in Government, Economics, Labor Studies, Public Policy, Political Science, or other related field required. Master’s degree preferred.
- 7-10 years in budget and policy advocacy and analysis at the federal, state, or local government level.
- Significant experience advising senior leadership on legislative, policy or budget matters.
- Significant experience working on child care, education, labor and/or human services advocacy and policy.
- Ability to thrive in a fast paced, rapidly changing environment while managing multiple priorities and deadlines.

- Work arrangement is 100% in-person.
- Ability to work after hours and during the weekends as required.
- Some travel is required with reliable transportation.
