Salary Range: $100,000.00/year – $120,000.00/year

Job Summary:
The Education & Training Manager is responsible for the strategic leadership, oversight, and evaluation of UDW’s education and training programs across all departments. This role manages Training & Development Specialists and is accountable for setting program direction, establishing priorities, and ensuring alignment with organizational goals.

The Manager exercises independent judgment and discretion in supervising staff, determining program strategy, allocating resources, and making recommendations regarding personnel actions and program effectiveness. This position is focused on leadership, oversight, and accountability rather than direct execution of training functions.

Key Responsibilities
Supervision & Staff Management

  • Directly supervise Training & Development Specialist, including assigning work, setting priorities. 
  • Exercises independent judgment in making effective recommendations regarding hiring, promotion, discipline, and termination.
  • Holds staff accountable for completion, quality, and timeliness of work. 
  • Provides high-level coaching, performance feedback, and professional development planning. 
  • Addresses’ performance concerns in coordination with Human Resources and senior leadership.
  • Determines staffing needs, workload distribution, and role alignment within the function.

Program Leadership & Strategic Oversight

  • In collaboration with the director, establishes the overall strategy, direction and priorities for UDW’s education and training programs.
  • Reviews and approves training plans, curricula, and program initiatives developed by staff. 
  • Ensures consistency, quality, and alignment of all training programs with organizational goals and operational needs. 
  • Evaluates program effectiveness using data, metrics, and organizational feedback, and directs necessary adjustments. 
  • Oversee departmental budget planning, resource allocation, and program scalability. 

Organizational Leadership & Cross-Departmental Alignment

  • Partners with Directors, managers, and leadership to identify organizational training needs and set priorities.
  • Provides guidance to leadership on workforce development strategies, staff performance trends, and organizational capability gaps.
  • Advises managers on coaching, staff development, and performance improvement approaches.
  • Train and coach staff at all levels and provide assessments to managers on staff’s ability to meet performance standards. 
  • Represents the Education & Training function in cross-functional planning and leadership discussions. 
  • Collaborates with the International Union and external partners on high-level initiatives.

Oversight of Training Operations

  • Oversees and routinely performs, the design, development, and delivery of complex training programs.
  • Ensures staff effectively manage training schedules, content development, LMS administration, and delivery logistics.
  • Reviews outputs (training, materials, reports) to ensure quality and alignment with standards.
  • Intervenes in escalated issues, providing direction and resolution at a program or organizational level.

Reporting & Accountability

  • Keeps the Director informed of program performance, risks, staffing issues, and strategic opportunities. 
  • Develops and presents high-Level reports on training outcomes, effectiveness, and organizational impact. 
  • Ensures compliance with organizational policies and applicable training requirements. 

Preferred Qualifications

  • Bachelor’s degree in education, organizational development, public administration, or a related field, or equivalent experience.
  • 3–5+ years of experience in training, education, or workforce development programs.
  • 1–3+ years of experience supervising or directing staff or leading project teams.
  • Experience working in labor, community, nonprofit, or advocacy organizations.
  • Experience designing and implementing training programs across multiple departments or functional areas.
  • Bilingual skills are a plus.

  • Demonstrated ability to supervise and manage staff, including performance evaluation and personnel decision-making. 
  • Strong strategic thinking and program oversight capabilities.
  • Ability to exercise independent judgment and discretion in leadership decisions.
  • Strong analytical skills, with the ability to interpret data and drive program improvements.
  • Excellent organizational and leadership skills, with the ability to manage competing priorities at a program level.
  • Strong interpersonal and influencing skills across all levels of the organization.
  • Excellent written and verbal communication skills.
  • Working knowledge of training and development principles (applied at a strategic/oversight level).
  • Has direct training experience in a union or worker-center setting.
  • Strong experience developing curriculum for education and training purposes.
  • Ability to maintain confidentiality and handle sensitive personnel matters.
