The Campaign Policy Specialist, State and Local, is responsible for, in close coordination with Advocacy Hub and campaign colleagues, researching and drafting policy analysis and advocacy materials for the state and municipal levels of government on behalf of a broader national campaign. Research and writing tasks may include policy memos, proposals, model legislation, talking points, fact sheets, and reports. This specialist will meet regularly with colleagues to brainstorm and help formulate strategy. This position will focus on State and Local impacts and policy needs.

Temporary position not to exceed twelve (12) months.

DESCRIPTION OF DUTIES:

  • Conduct and coordinate policy analysis and research and support the development of AFL-CIO’s campaign policy positions on a variety of issues, predominantly state and local issues.
    • Specific expertise in state and local policy is a plus.
  • Create analysis, testimony, AFL-CIO policy statements, correspondence, and comments on proposed regulations and implementation guidance; develop model legislation and materials explaining AFL-CIO public policy positions for the Federation, affiliates, and state and local bodies.
  • Integrate this policy work into the federal campaign; support other AFL-CIO departments and/or senior leadership on emerging policy issues as needed and assigned for this campaign;
  • Create written reports, materials, factsheets, testimony, and participate in interdepartmental/campaign working groups and strategy on related issues;
  • Develops plans, assembles resources and coordinates research components of campaign.
  • Effectively communicates AFL-CIO campaign goals to elected leadership of national affiliate staff.
  • Work with different levels of the AFL-CIO structure to help coordinate Federation resources supporting campaign.
  • Plays a central role in campaign planning.
  • Perform other duties as assigned.

QUALIFICATIONS AND SKILLS:

  • Minimum of 7 years relevant work experience and demonstrated success in relevant areas;
  • Bachelor's degree in a related field or equivalent experience.
  • Demonstrated experience in the labor movement with a union or community organization with a minimum of two years of union/federation, community, women’s agenda, or political experience;
  • Excellent attention to detail and accuracy.
  • Excellent communication and writing skills, including the ability to write policy documents, testimony, and reports, suggest changes to legislation, and successful ability to speak to large and diverse groups of people, including union members, academics, young workers, union leaders, elected officials, and peers;
  • Demonstrated ability to manage and prioritize multiple tasks;
  • Commitment to improving equity for under-represented groups in the labor movement.
  • Knowledge and experience with both national and local structures of the labor movement;
  • Effective organizational and time management skills and ability to handle multiple high-priority projects;
  • Ability to work well in a collaborative environment.
  • Ability to work independently within the context of a plan.
  • Ability to create written work plans;
  • Ability to travel in the performance of the duties of the job
  • Ability to work long hours or weekends as required.
